FileZilla FTP Server

Apache is not a FTP Server ... but FileZilla FTP is one. Please consider the following references.
 
Start the FileServer configuration via the "Admin" button in the XAMPP Control Panel. Note: The FileZilla Interface have password on localhost. FileZilla Server needs to install as service. Only then you can start this service.
 
Connect to FileZilla Server
 
Filezilla Management Interface
 
Stop the FTP Server with the XAMPP Control Panel or with "FileZillaFTP_stop.bat".
